Round 3 Growth Fund proposals: focus on collaboration & governance

The NGF published an overview that explains how proposals are evaluated and what applicants can do to make their submission as successful as possible. The key message: a clear description of how you plan to organize collaboration and governance within your project is crucial. Collaboration and governance are among the most complex aspects within a new consortium. Lygature has extensive experience in partnership management and can be a valuable partner in the different stages of the NGF process.

• Concept development: with over 15 years of pioneering expertise in life science public-private partnerships, Lygature can assist in developing new innovative partnership concepts.
• Consortium building and governance setup: tapping into our network and knowledge of the sector, we can help in building the strongest possible consortium and provide guidance in the process.
• Start of the project: once a project has been awarded by the Growth Fund committee, an intense process will start to progress the application into a ‘real’ initiative. Subsidy requests have to be made, contracts have to be established, deadlines have to be met: a lot of things need to happen at the same. This is where Lygature can add great value.
• Operationalisation: once the subsidy commitments are in and the contracts are in place, the real work starts. These types of complex initiatives benefit enormously from an independent partnership management partner that has no other interest than the success of the partnership. This is the core expertise of Lygature as a partnership management organisation.

Our track record includes successful initiatives in the first and second rounds:

• In the first round, Health-RI was awarded EUR 69 million to setup a national health data infrastructure. Lygature was one of the initiators of Health-RI, served as coordinating entity in the start-up phase and assisted in preparing the application in the first NGF round in 2020 and 2021.
• In the second round, PharmaNL has been awarded EUR 79 million to invest in research facilities and human capital. Lygature provided guidance in the application process and will be one of the coordinating entities (“penvoerders”) on behalf of the consortium for the execution of the plan.
• Oncode-PACT has been awarded EUR 325 million to innovate and accelerate the development of cancer drugs. Lygature has been involved in the set-up of multiple workstream/platforms during the proposal phase and will continue as the programme management partner for these workstream/platforms during the execution phase. Furthermore, Lygature will partner with the central Oncode-PACT organization to provide its years of experience in setting up complex public private partnerships. It will do so by providing legal, programme management, communication and HRM support
